In the domain of politics, one surprise is that the Black Sea region has not been completely transfigured into the theater of war, but endured, even if its key institution \u2013 the Black Sea Economic Cooperation (BSEC) \u2013 barely functions in a few <a href=\"https:\/\/www.nsi.bg\/en\/content\/21232\/meeting-bsec-working-group-exchange-statistical-data-and-economic-information\" target=\"_blank\" rel=\"noreferrer noopener\">working groups<\/a> and the <a href=\"https:\/\/www.pabsec.org\/news-detail\/the-pabsec-participation-in-the-antalya-diplomacy-forum-organized-by-the-ministry-of-foreign-affairs-of-the-republic-of-turkiye-under-the-patronage-of-the-president-of-the-republic-of-turkiye-antalya-1-3-march-2024\/636\" target=\"_blank\" rel=\"noreferrer noopener\">Parliamentary Assembly<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In military-strategic terms, the first major surprise was Russia\u2019s inability to execute the planned <a href=\"https:\/\/www.navalnews.com\/naval-news\/2022\/03\/russian-navy-landing-ships-seen-approaching-ukrainian-coast-near-odessa\/\" target=\"_blank\" rel=\"noreferrer noopener\">amphibious operation<\/a> toward Odesa, for which <a href=\"https:\/\/www.twz.com\/44210\/six-russian-amphibious-landing-ships-are-now-headed-into-the-black-sea\" target=\"_blank\" rel=\"noreferrer noopener\">six landing ships<\/a> were added to the Blacks Sea Fleet (BSF) combat order from the Baltic and the Northern fleets. By mid-spring 2024, nearly all these ships had been <a href=\"https:\/\/www.forbes.com\/sites\/davidaxe\/2024\/03\/24\/ukraine-just-blew-up-two-more-russian-landing-ships-its-too-late-to-matter\/\" target=\"_blank\" rel=\"noreferrer noopener\">sunk or seriously damaged<\/a> by Ukrainian strikes, so the sea-lift capacity of the BSF is effectively eliminated. The second surprise was the sinking of the BSF\u2019s flagship <a href=\"https:\/\/www.iiss.org\/en\/online-analysis\/military-balance\/2022\/04\/the-moskva-incident-and-its-wider-implications\/\" target=\"_blank\" rel=\"noreferrer noopener\">cruiser Moskva<\/a> by two hits with Ukrainian <em>Neptune<\/em> anti-ship missiles on 13 April 2022, even if the hostile impact is <a href=\"https:\/\/news.ru\/russia\/tajna-gibeli-krejsera-moskva-pochemu-zatonul-kak-zakonchilos-sledstvie\/\" target=\"_blank\" rel=\"noreferrer noopener\">still denied<\/a> by the Russian command. The third surprise was Russia\u2019s retreat from the <a href=\"https:\/\/www.forbes.com\/sites\/sebastienroblin\/2022\/06\/30\/russia-slinks-away-from-snake-island-after-ukrainian-bombardment\/?sh=3fbb5f8554e5\" target=\"_blank\" rel=\"noreferrer noopener\">Snake Island<\/a> (Zmiinyi) after a series of Ukraine\u2019s attacks on supply ships and the radar installation. Further surprises include the missile strike on the <a href=\"https:\/\/www.forbes.com\/sites\/sebastienroblin\/2022\/06\/30\/russia-slinks-away-from-snake-island-after-ukrainian-bombardment\/?sh=3fbb5f8554e5\" target=\"_blank\" rel=\"noreferrer noopener\">BSF Headquarters<\/a> in Sevastopol, the drone attack on the <a href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/03\/ukraine-eyes-kerch-bridge-crimea-drone-attack\" target=\"_blank\" rel=\"noreferrer noopener\">Kerch Bridge<\/a>, and the downing of <a href=\"https:\/\/www.forbes.com\/sites\/davidaxe\/2024\/02\/23\/incredibly-the-russian-air-force-has-lost-another-one-of-its-rare-a-50-radar-planes\/?sh=479251ba2ac4\" target=\"_blank\" rel=\"noreferrer noopener\">two A-50<\/a> early warning and control planes over the Sea of Azov.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For experts in maritime warfare, the main new feature of the on-going operations is the strikingly successful use of <a href=\"http:\/\/www.hisutton.com\/Russia-Ukraine-USVs-2024.html\" target=\"_blank\" rel=\"noreferrer noopener\">naval drones<\/a> by Ukraine, which had no previous experience in employing this modern technology. What is often missed in the commentary, is that the effectiveness of deployment of the \u201cwolf packs\u201d of drones depends entirely on the availability of <a href=\"https:\/\/apnews.com\/article\/ukraine-russia-surveillance-defense-war-65b93d45f67204c9db7a07330e722097\" target=\"_blank\" rel=\"noreferrer noopener\">real-time intelligence data<\/a> on the location of Russian ships. This crucial targeting information is gathered by various US assets, and after one intercept of the <a href=\"https:\/\/www.airandspaceforces.com\/russian-fighter-collides-with-american-mq-9-over-black-sea-drone-lost\/\" target=\"_blank\" rel=\"noreferrer noopener\">MQ-9 Reaper<\/a> drone in mid-March 2023, Russia has stopped interfering with these operations. Detection of naval drones is difficult by the radars on ships and on land, but it would have much easier from the air \u2013 and it is the inability of the BSF to operate the air surveillance assets (such as the Il-38N maritime patrol aircraft) that leaves this threat unaddressed. The air-see balance in the theatre looks distorted and even paradoxical: One party has absolutely superior numbers of combat ships and air platforms, but is essentially \u201cblind\u201d, and the other party has only a fleet of home-made drones, but enjoys access to <a href=\"https:\/\/www.kyivpost.com\/analysis\/29155\" target=\"_blank\" rel=\"noreferrer noopener\">high-quality intelligence data<\/a>.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The progressive destruction of the surface combatants of the BSF and its forced retreat to the base in the busy commercial port of Novorossiysk <a href=\"https:\/\/cepa.org\/article\/black-sea-successes-and-ukraines-path-to-victory\/\" target=\"_blank\" rel=\"noreferrer noopener\">constitutes a victory<\/a> for Ukraine not only in the maritime domain, but also in the realm of geopolitics. After the annexation of Crimea in 2014, Russia sought to turn it into an \u201c<a href=\"https:\/\/tass.com\/politics\/1049086\" target=\"_blank\" rel=\"noreferrer noopener\">unassailable fortress<\/a>\u201d that dominated the strategic center of the Black Sea. Penetrating Ukrainian missile and drone strikes have achieved more than just proving for fact that the S-400 surface-to-air systems provide far from perfect protection, so the Russian version of the \u201c<a href=\"https:\/\/www.chathamhouse.org\/2022\/06\/myths-and-misconceptions-around-russian-military-intent\/myth-5-russia-creates-impenetrable\" target=\"_blank\" rel=\"noreferrer noopener\">A2\/AD bubble<\/a>\u201d doesn\u2019t work. More importantly, they have granted credibility to the political proposition that <a href=\"https:\/\/www.newsweek.com\/ukraine-must-reclaim-crimea-achieve-real-peace-macron-1879496\" target=\"_blank\" rel=\"noreferrer noopener\">durable peace<\/a> cannot be achieved without full restoration of Ukraine\u2019s territorial integrity, <a href=\"https:\/\/cepa.org\/article\/what-started-in-crimea-should-end-in-crimea\/\" target=\"_blank\" rel=\"noreferrer noopener\">including Crimea<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The high intensity of naval warfare in the Black Sea might create an impression that commercial maritime traffic is severely affected; in fact, however, it continues and even expands. President Putin\u2019s decision to break the \u201c<a href=\"https:\/\/carnegieendowment.org\/politika\/90566\" target=\"_blank\" rel=\"noreferrer noopener\">grain deal<\/a>\u201d in July 2017 was clearly a mistake, which he cannot admit \u2013 but consents to rectify. The <a href=\"https:\/\/www.politico.eu\/article\/russia-ukraine-war-moscow-black-sea-grain-deal-over\/\" target=\"_blank\" rel=\"noreferrer noopener\">warning<\/a> about possible threats to the shipping in the north-western part of the Black Sea has been quietly withdrawn, and the <a href=\"https:\/\/www.logupdateafrica.com\/shipping\/ukraines-grain-exports-flourish-amidst-expired-black-sea-initiative-1351396\" target=\"_blank\" rel=\"noreferrer noopener\">grain export<\/a> from Odesa has reached a stable and sustainable level. The agreement on a <a href=\"https:\/\/balkaninsight.com\/2024\/01\/11\/turkey-bulgaria-romania-join-forces-to-tackle-black-sea-mines\/\" target=\"_blank\" rel=\"noreferrer noopener\">joint de-mining operation<\/a> between Bulgaria, Romania and Turkey may be slow in implementation, but the BSF submarines have not attempted to lay mines in the new corridor. In return, the Ukrainian \u201cwolf packs\u201d of naval drones are not targeting Russian commercial ships, so the BSF is not compelled to organize and protect maritime convoys. One exception is the so-called \u201cSyrian Express\u201d, which used to operate such landing ships as <a href=\"https:\/\/www.economist.com\/the-economist-explains\/2024\/02\/14\/how-ukraine-sank-the-caesar-kunikov-and-is-beating-russia-at-sea\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Caesar Kunikov<\/em><\/a> (sunk on 14 February 2024), and presently employs civilian ships, which are defined by Ukraine as <a href=\"https:\/\/www.msn.com\/en-ca\/news\/world\/russia-s-maritime-logistics-limit-its-actions-spokesperson-of-the-ukrainian-navy\/ar-BB1kFi7l\" target=\"_blank\" rel=\"noreferrer noopener\">legitimate targets<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This remarkable resilience of commercial shipping constitutes a major proof for the durability of the Black Sea region in the war environment. Russian <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-04-02\/russia-s-oil-exports-surge-to-their-highest-for-the-year-so-far\" target=\"_blank\" rel=\"noreferrer noopener\">export of oil<\/a> from Novorossiysk and grain export from the Azov Sea ports continue unimpeded, and it is only the continuing tightening of the sanctions regime that makes an issue for this traffic. The main beneficiary from this maritime commerce is Turkey, which cultivates <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/turkeysource\/the-ukraine-turkey-defense-partnership-with-the-potential-to-transform-black-sea-and-euro-atlantic-security\/\" target=\"_blank\" rel=\"noreferrer noopener\">military-technical cooperation<\/a> with Ukraine and has significantly expanded trade with Russia. The latter has invited attention from the US and the EU authorities concerned with <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-04-05\/turkey-s-trade-boom-with-russia-stalls-under-weight-of-sanctions\" target=\"_blank\" rel=\"noreferrer noopener\">possible circumventions<\/a> of the sanctions regime, and the measures taken by Ankara for addressing these concerns have irked Moscow to such degree that President Putin has opted for postponing his long-planned visit to some \u201c<a href=\"https:\/\/ria.ru\/20240408\/putin-1938550616.html\" target=\"_blank\" rel=\"noreferrer noopener\">foreseeable future<\/a>\u201d. In contrast, President <a href=\"https:\/\/www.ukrinform.net\/rubric-polytics\/3838876-zelenskys-visit-to-turkey-formula-for-peace-and-cooperation.html\" target=\"_blank\" rel=\"noreferrer noopener\">Zelensky\u2019s visit<\/a> confirmed that Turkey is perfectly positioned to facilitate peace negotiations, when conditions for ending the war would become ripe.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The centrality of Turkey in the future peace-making between Russia and Ukraine constitutes the best promise for the reinvigoration of the Black Sea region, in which one important participant is Georgia, which performs a difficult balancing act between its course toward <a href=\"https:\/\/www.freiheit.org\/georgia-georgia-europe\" target=\"_blank\" rel=\"noreferrer noopener\">rapprochement with the EU<\/a> and the imperative to maintain stable relations with Russia. The resolution of the deadlocked Abkhazia conflict is a necessary condition for Georgia\u2019s prosperity, and Russian plans for building a <a href=\"https:\/\/eurasianet.org\/planned-russian-base-in-abkhazia-could-threaten-georgias-middle-corridor-dreams\" target=\"_blank\" rel=\"noreferrer noopener\">naval base in Gudauta<\/a> certainly endanger this prospect. The Abkhazians have <a href=\"https:\/\/www.politico.eu\/article\/georgia-breakaway-region-abkhazia-joining-russia-south-caucasus\/\" target=\"_blank\" rel=\"noreferrer noopener\">good reasons to worry<\/a> about the transformation of Russia\u2019s dominance into a de-facto annexation, and Turkey can use its newly-strengthened authority for convincing them that a broad autonomy in the Georgian state is a much better option.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, the durability of the Black Sea region is illustrated by the continuing relevance of one of its unique political pillars \u2013 the Montreux Convention (1936). The provisions of this regime agreed in the inter-war period might appear ancient, and in the on-going long war, they seriously <a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2023\/september\/russia-violating-montreux-convention-civilian-ships\" target=\"_blank\" rel=\"noreferrer noopener\">impede<\/a> Russian naval operations and may cause some <a href=\"https:\/\/www.politico.eu\/article\/turkey-uk-ships-cannot-be-sent-ukraine-while-war-on-nato\/\" target=\"_blank\" rel=\"noreferrer noopener\">irritation<\/a> in NATO. The Convention provides, nevertheless, a firm basis for Turkey\u2019s ability to perform a useful mediating role between Russia and Ukraine, while <a href=\"https:\/\/www.chathamhouse.org\/2024\/03\/how-geopolitical-competition-black-sea-redefining-regional-order\" target=\"_blank\" rel=\"noreferrer noopener\">honoring its commitments<\/a> as a responsible member-state of the Atlantic Alliance, which is preparing to celebrate its 75 anniversary. The end of the war may create opportunities for a verifiable de-militarization of the Black Sea region, codified in a new convention, which would answer the peaceful aspirations of all littoral states.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<div class=\"wp-block-media-text alignwide\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"227\" height=\"231\" src=\"https:\/\/www.globalpanorama.org\/wp-content\/uploads\/2020\/03\/Pavel-Baev-copy.png\" alt=\"\" class=\"wp-image-1591\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<h5 class=\"wp-block-heading\">Pavel K.
