Massive budget allocations ensured that Russian <a href=\"https:\/\/ridl.io\/another-year-of-crisis-for-russia-s-military-industrial-complex\/\" target=\"_blank\" rel=\"noreferrer noopener\">defense-industrial complex<\/a> expanded production to the maximum possible level, while <a href=\"https:\/\/www.businessinsider.com\/russia-getting-one-million-artillery-shells-from-north-korea-ukraine-2024-2?r=US&amp;IR=T\" target=\"_blank\" rel=\"noreferrer noopener\">North Korea<\/a> supplied wagon-loads of artillery shells and <a href=\"https:\/\/www.theguardian.com\/world\/2024\/feb\/02\/deadly-cheap-and-widespread-how-iran-supplied-drones-are-changing-the-nature-of-warfare\" target=\"_blank\" rel=\"noreferrer noopener\">Iran<\/a> delivered hundreds of Shahed-135 drones. On the other side of the equation, Western military and economic aid to Ukraine contracted to a patently insufficient volume, feeding a stream of prophecies on the consequences of <a href=\"https:\/\/www.globaltimes.cn\/page\/202312\/1303742.shtml\" target=\"_blank\" rel=\"noreferrer noopener\">another lost war<\/a>. By the end of January, however, two major shifts in favor of Ukraine had happened, and three more are in the making.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first one was the French initiative on organizing the \u201c<a href=\"https:\/\/www.defense.gouv.fr\/en\/news\/artillery-coalition-helping-ukraine-built-its-future-artillery\" target=\"_blank\" rel=\"noreferrer noopener\">artillery coalition<\/a>\u201d of 22 states committed to strengthening Ukraine\u2019s tube artillery capabilities and resolving the problem of shortage of 155mm shells. Most of the Soviet-era 152 mm guns in the Ukrainian army have fired their last shot, and it is the US-produced M777 or French-produced <a href=\"https:\/\/www.euractiv.com\/section\/defence-and-security\/news\/france-to-lead-artillery-coalition-for-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">CAESAR<\/a> or Swedish <a href=\"https:\/\/www.army-technology.com\/news\/swedens-archer-artillery-at-work-in-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">Archer<\/a> that now constitute the main firepower. Domestic production of ammunition for these guns is yet to be build, and the delays in expanding production lines in Europe have caused an acute \u201c<a href=\"https:\/\/www.politico.eu\/article\/ukrainian-army-suffers-from-artillery-shell-hunger\/\" target=\"_blank\" rel=\"noreferrer noopener\">shell hunger<\/a>\u201d, which the new coalition is resolved to satisfy during 2024.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second major development was the decision taken unanimously by the <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ac_24_621\" target=\"_blank\" rel=\"noreferrer noopener\">European Council<\/a> on providing the aid package to Ukraine amounting to \u20ac 50 billion until 2027. Hungary, which blocked this decision last December, <a href=\"https:\/\/www.politico.eu\/article\/ukraine-gets-eu-aid-as-orban-folds\/\" target=\"_blank\" rel=\"noreferrer noopener\">was persuaded<\/a> to lift its objections, and the <a href=\"https:\/\/www.politico.eu\/article\/ukraine-war-funding-budget-defense-european-union\/\" target=\"_blank\" rel=\"noreferrer noopener\">vast gap<\/a> in Ukraine\u2019s 2024 state budget has thus been effectively bridged. Rishi Sunak, the UK Prime Minister, deserves credit for visiting Kyiv before any clarity emerged in Brussels and for confirming the <a href=\"https:\/\/www.bbc.com\/news\/uk-67954152\" target=\"_blank\" rel=\"noreferrer noopener\">unwavering support<\/a> to Ukraine. In many European capitals, political atmosphere has visibly changes as the leaders show new determination to overcome the \u201c<a href=\"https:\/\/www.ft.com\/content\/ca7fa865-97a1-4013-bde6-b69731b03232\" target=\"_blank\" rel=\"noreferrer noopener\">Ukraine fatigue<\/a>\u201d and join efforts aimed at countering security threats coming from Russia.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first among the shifts yet to come is the approval by the Verkhovna Rada (Ukraine\u2019s parliament) the <a href=\"https:\/\/www.kyivpost.com\/post\/27525\" target=\"_blank\" rel=\"noreferrer noopener\">legislation on mobilization<\/a>, revised by the government after the failure to gain support last December. Ukraine can count on the sustained Western support only if it proves its readiness to resist the Russian aggression not only by President Volodymyr Zelensky\u2019s inspirational statements, for instance at the <a href=\"https:\/\/www.weforum.org\/agenda\/2024\/01\/zelenskyy-ukraine-business-investment-davos\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Economic Forum<\/a> at Davos, but also by building up the army, even by resorting to unpopular measures. The Russian army suffers far <a href=\"https:\/\/www.forbes.com\/sites\/davidaxe\/2024\/02\/03\/complete-stupidity-and-incompetence-as-two-russian-tanks-collide-while-attacking-near-donetsk\/?sh=3e2d39d32562\" target=\"_blank\" rel=\"noreferrer noopener\">greater losses<\/a> in relentless attacks on Ukrainian defenses, but in order to make progress in achieving the strategic goal of liberating the occupied territories, Ukraine needs to <a href=\"https:\/\/warontherocks.com\/2024\/02\/why-ukraine-is-not-a-universal-resistance-model\/\" target=\"_blank\" rel=\"noreferrer noopener\">train new brigades<\/a> for the probable summer offensive.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next development will involve a sequence of steps toward using Russian financial assets frozen in Western institutions and estimated at approximately USD 300 billion for reconstruction of Ukraine\u2019s economy. <a href=\"https:\/\/foreignpolicy.com\/2024\/01\/30\/biden-russia-ukraine-assests-banks-senate\/\" target=\"_blank\" rel=\"noreferrer noopener\">Arguments<\/a> for confiscating these assets have been debated for many months, but in the last couple of weeks the practical move for confiscating the profits generated by these assets and <a href=\"https:\/\/www.ft.com\/content\/f4c21b08-5f89-4abb-b72c-6f4b110c790b\" target=\"_blank\" rel=\"noreferrer noopener\">estimated at 4.4 billion euro<\/a> has become an agenda item in the EU decision-making. It may be only a small contribution to the vast costs of war, but the <a href=\"https:\/\/cepa.org\/article\/seizures-kremlin-assets\/\" target=\"_blank\" rel=\"noreferrer noopener\">anxiety in Moscow<\/a> about this <a href=\"https:\/\/www.themoscowtimes.com\/2024\/01\/12\/russia-prepares-for-lengthy-legal-battle-as-us-backs-asset-seizure-bloomberg-a83707\" target=\"_blank\" rel=\"noreferrer noopener\">punishment<\/a> betrays deeper worries about the capacity of Russian economy to sustain the pressure of the long war of attrition.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, the long-overdue breakthrough is due to happen in the US Congress, where a strong <a href=\"https:\/\/www.rferl.org\/a\/biden-congress-ukraine-aid-senators-russia-israel\/32800729.html\" target=\"_blank\" rel=\"noreferrer noopener\">bipartisan support<\/a> for providing aid to Ukraine is still blocked by parochial squabbles over technicalities. The idea to put the funding for support programs for Ukraine, Israel and Taiwan as well as the measures for strengthening border control with Mexico in <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/deal-on-wartime-ukraine-aid-and-border-security-stalls-in-congress-as-time-runs-short\" target=\"_blank\" rel=\"noreferrer noopener\">one package<\/a> was obviously a mistake, and the question now is about how to undo it. The immigration legislation is set to remain a <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2024-02-01\/fixing-the-border-crisis-requires-biden-trump-congress-and-americans\" target=\"_blank\" rel=\"noreferrer noopener\">key focus of controversy<\/a> in the election campaign, but the funding for aid programs to the three states in question is a different issue \u2013 and it can be separated and <a href=\"https:\/\/euromaidanpress.com\/2024\/02\/04\/us-house-push-to-split-ukraine-and-israel-aid-bill-white-house-objects\/\" target=\"_blank\" rel=\"noreferrer noopener\">usefully split<\/a> into particular bits of authorization as the urgency dictates.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Besides these five major shifts, there are multiple smaller additions to the correlation of war forces, and quite a few of those come \u2013 remarkably \u2013 from T\u00fcrkiye. The consent to Sweden\u2019s accession to NATO was predictable, even if Moscow had hoped for <a href=\"https:\/\/rg.ru\/2024\/01\/25\/do-nato-tolko-shag.html\" target=\"_blank\" rel=\"noreferrer noopener\">more delays<\/a>. More irritating was the finalization of the arrangement for a <a href=\"https:\/\/www.european-views.com\/2024\/01\/a-distress-call-to-demine-the-black-sea\/\" target=\"_blank\" rel=\"noreferrer noopener\">joint demining operation<\/a> in the Black Sea implemented by T\u00fcrkiye, Bulgaria and Romania, particularly as the Russian <a href=\"https:\/\/www.kyivpost.com\/post\/27579\" target=\"_blank\" rel=\"noreferrer noopener\">Black Sea Fleet<\/a> keeps getting hits and losing ships. What is even more disturbing is the <a href=\"https:\/\/www.themoscowtimes.com\/2024\/02\/01\/turkish-banks-close-russian-corporate-accounts-over-secondary-sanctions-vedomosti-a83935\" target=\"_blank\" rel=\"noreferrer noopener\">revision of policy<\/a> by many Turkish banks amounting to closure of most Russian corporate accounts and discontinuation of financial transactions in order to comply fully with the sanctions regime. President Vladimir Putin hopes to sort out the accumulating disagreements during the visit to T\u00fcrkiye (where he hasn\u2019t set foot in for four years) <a href=\"https:\/\/interfax.com\/newsroom\/top-stories\/99033\/\" target=\"_blank\" rel=\"noreferrer noopener\">scheduled still provisionally<\/a> for mid-February. It doesn\u2019t bode well for his hopes that the two leaders haven\u2019t had a phone conversation since mid-October 2023, departing from their usual habit of frequent talks.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These big and small shifts in the balance of the long war don\u2019t signify a forthcoming victory for Ukraine, but they definitely amount to a disappearance of Russia\u2019s temporary advantage, which hasn\u2019t been translated into any significant gains on the battlefields, hard as Russian troops have tried to push toward Avdiivka or <a href=\"https:\/\/www.understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-february-3-2024\" target=\"_blank\" rel=\"noreferrer noopener\">Kreminna<\/a>. President Putin still radiates confidence that time is on his side, but the tide of war doesn\u2019t follow his wishes \u2013 and the combination of Ukrainian resilience and Western support gains new strength. The war of conquest cannot be won on defensive, and sooner or later one of Russian not-so-big battalions will decide that enough is enough, bringing the war to an end with this simple message.&nbsp;&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<div class=\"wp-block-media-text alignwide\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"227\" height=\"231\" src=\"https:\/\/www.globalpanorama.org\/wp-content\/uploads\/2020\/03\/Pavel-Baev-copy.png\" alt=\"\" class=\"wp-image-1591\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<h5 class=\"wp-block-heading\">Pavel K.
