Baev"},"content":{"rendered":"\n<p class=\"has-drop-cap wp-block-paragraph\">Russian missile strike on the sprawling industrial complex in Dnipro on November 21 produced far more strategic resonance than material damage \u2013 and has reopened hard questions about the constant mutation of the long Russia-Ukraine war and the methods of managing its escalation. The <a rel=\"noreferrer noopener\" href=\"https:\/\/www.forcesnews.com\/russia\/facts-behind-missile-russia-fired-ukraine-response-atacms\" target=\"_blank\">technical data<\/a> on the missile in question is still scarce, but its range is definitely intermediate (more than tactical, and less than intercontinental), and the multiple warheads make it more suitable for nuclear rather than conventional strikes. President Vladimir Putin described the strike as a \u201c<a rel=\"noreferrer noopener\" href=\"https:\/\/militarywatchmagazine.com\/article\/combat-tested-stockpiles-production-oreshnik\" target=\"_blank\">combat test<\/a>\u201d and promised to execute more of them, which illustrates his desire to maintain control over the escalation as well as over the strategic initiative in combat operations.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This ambition is challenged by Ukraine and contained by NATO, so in fact, the three parties to the protracted war are implementing particular and have different approaches to managing the threat of escalation, first of all regarding the use of nuclear weapons, but also in geographic terms. During the month of November, all three approaches were tested \u2013 and the war acquired new dimensions, which nevertheless, do not amount to a significant and dangerous <a href=\"https:\/\/jamestown.org\/program\/putins-three-escalations-affect-prospect-of-peace-in-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">escalation<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What makes Putin\u2019s approach special and difficult to accommodate for other participants in the <a href=\"https:\/\/foreignpolicy.com\/2024\/05\/15\/nuclear-weapons-mind-game-deterrence-escalation-putin-russia-threats-ukraine-war-biden\/\" target=\"_blank\" rel=\"noreferrer noopener\">mind game<\/a> of deterrence is his determination to decide what constitutes escalation and what doesn\u2019t. Ukrainian drone strikes on the <a href=\"https:\/\/www.thebarentsobserver.com\/security\/ukrainian-drone-hit-tu22m3-bomber-at-olenya-airfield-intel-report-claims\/166511\" target=\"_blank\" rel=\"noreferrer noopener\">bases<\/a> of Russian strategic aviation and on the <a href=\"https:\/\/www.armscontrol.org\/act\/2024-07\/news\/ukraine-strikes-russian-early-warning-radars\" target=\"_blank\" rel=\"noreferrer noopener\">early warning radars<\/a> could have been interpreted as escalatory moves, but the Russian high command opted to ignore them. In contrast, tactical strikes by Western missiles into the Russian territory <a href=\"https:\/\/ecfr.eu\/article\/between-the-lines-monitoring-putins-response-to-ukraines-long-range-missiles\/\" target=\"_blank\" rel=\"noreferrer noopener\">were defined<\/a> by Putin as a major escalation that allegedly altered the nature of the war and required a powerful asymmetric response from Russia. In reality, the strike by US-supplied ATACMs missile on an <a href=\"https:\/\/www.newsweek.com\/ukraine-first-atacms-strike-russia-ammo-storage-video-1988031\" target=\"_blank\" rel=\"noreferrer noopener\">ammunition storage<\/a> in the Bryansk region on November 19 produces smaller impact that the drone strike on an <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-targets-western-russian-regions-with-drones-russian-officials-says-2024-09-18\/\" target=\"_blank\" rel=\"noreferrer noopener\">arsenal<\/a> in the Tver region on September 18.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin, nevertheless, felt oblige to deliver on his threat and was visibly elated that the experimental missile called Oreshnik did arrive to the designated target rather than explode on the launch, like the <a href=\"https:\/\/www.thebarentsobserver.com\/security\/prestigious-sarmat-missile-exploded-in-failed-test\/166522\" target=\"_blank\" rel=\"noreferrer noopener\">Sarmat missile<\/a> on the Plesetsk cosmodrome on September 22. He kept bragging about that strike for several days, but his descriptions were so <a href=\"https:\/\/www.kommersant.ru\/doc\/7330072\" target=\"_blank\" rel=\"noreferrer noopener\">confusing<\/a> that it is hard to distinguish misinformation from ignorance. Attempting to explain why the warheads didn\u2019t explode, he compared their kinetic impact with the <a href=\"https:\/\/www.ukrinform.net\/rubric-ato\/3932890-putin-compares-oreshnik-to-meteor-to-intimidate-ukraine-and-west-isw.html\" target=\"_blank\" rel=\"noreferrer noopener\">Tunguska meteor<\/a>, which actually <a href=\"https:\/\/www.livescience.com\/space\/asteroids\/the-tunguska-event-was-the-biggest-asteroid-impact-in-recorded-history-how-did-it-vanish-without-a-trace\" target=\"_blank\" rel=\"noreferrer noopener\">did explode<\/a> over Eastern Siberia on June 30, 1908. Posturing aside, it is clear that Ukrainian strikes with ATACMS and Storm Shadow\/Scalp missiles are continuing, while assembling another Oreshnik (which actually is an <a href=\"https:\/\/observers.france24.com\/en\/what-we-know-about-russian-oreshnik-missile-strike-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">assemblage<\/a> from several designs) will require weeks, and mass production is next to impossible because of limited industrial capacity.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ukrainian approach is centred on exposing Russian bluffs and refusing to yield to Putin\u2019s <a href=\"https:\/\/carnegieendowment.org\/russia-eurasia\/politika\/2024\/11\/russia-oreshnik-nuclear-blackmail?lang=en&amp;center=russia-eurasia\" target=\"_blank\" rel=\"noreferrer noopener\">blackmail<\/a>. Many Ukrainian cities have been on the receiving end of Russian missile strikes over the 1.000 days of war (and counting), but the threats of proceeding to a non-strategic nuclear strike, often discussed by <a href=\"https:\/\/russiancouncil.ru\/en\/analytics-and-comments\/analytics\/russia-west-the-radical-scenario-and-its-alternatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">Moscow experts<\/a>, fail to produce a noticeable impression. The Ukrainian command has its own ideas about escalation, and the <a href=\"https:\/\/www.fpri.org\/article\/2024\/11\/the-operational-and-strategic-genius-of-the-kursk-offensive\/\" target=\"_blank\" rel=\"noreferrer noopener\">surprise offensive<\/a> into the Kursk region, launched on August 6 and still on-going, signified a major expansion of the war zone. It was possible to expect that Putin, shocked by this daring incursion, would over-react and resort to desperate measure, but he opted instead to <a href=\"https:\/\/www.rand.org\/pubs\/commentary\/2024\/09\/putins-silence-on-kursk-offensive-might-be-a-giant.html\" target=\"_blank\" rel=\"noreferrer noopener\">downplay the significance<\/a> of this occupation of Russian territory by hostile troops. When it transpired that Russian forces had no reserves necessary for fulfilling his order to expel the Ukrainian brigades, Putin initiated the deployment to this battleground of <a href=\"https:\/\/www.businessinsider.com\/new-details-first-ukraine-attack-north-korea-troops-russia-kursk-2024-11\" target=\"_blank\" rel=\"noreferrer noopener\">some 10.000 troops<\/a> \u201cimported\u201d from North Korea. These reinforcements became <a href=\"https:\/\/www.ft.com\/content\/b6fa9001-632e-449e-9c4f-e74d404e709e\" target=\"_blank\" rel=\"noreferrer noopener\">legitimate targets<\/a> for Ukrainian strikes, but more importantly, the direct involvement of North Korea signified a drastic geographic escalation of the European war into the East Asian strategic theatre. <a href=\"https:\/\/www.politico.eu\/article\/ww3-officially-begun-ukraine-ex-top-general-valery-zaluzhny\/\" target=\"_blank\" rel=\"noreferrer noopener\">Valery Zaluzhny<\/a>, former commander-in-chief of the Ukrainian army, had good reasons to describe this development as the beginning of the third world war.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certainly an overstatement, this assessment is useful for illuminating the limitations in NATO strategy of confronting Russia and supporting Ukraine caused by the profound concerns about escalation. Every collective decision on supplying the Ukrainian army with offensive weapon systems \u2013 such as forming the coalitions around the <a href=\"https:\/\/ecfr.eu\/article\/repair-replace-reimburse-sustaining-a-european-tank-coalition-for-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">Leopard<\/a> main battle tanks and the <a href=\"https:\/\/www.e-ir.info\/2024\/11\/19\/the-f-16-coalition-for-ukraine-small-state-status-seeking-through-donations\/\" target=\"_blank\" rel=\"noreferrer noopener\">F-16 fighters<\/a> \u2013 was made after many weeks of measuring the potential destabilizing impact. These debates have become the key means of escalation management by the Alliance, not least by eliminating the element of surprise and giving Russia plenty of time for preparing <a href=\"https:\/\/tdhj.org\/blog\/post\/f16-russia-war-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">counter-measures<\/a> against new Ukrainian capabilities.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main influence on setting this pattern has certainly been the decision-making in the Biden administration, and in hindsight, it is <a href=\"https:\/\/meduza.io\/en\/feature\/2024\/11\/27\/putin-only-understands-force\" target=\"_blank\" rel=\"noreferrer noopener\">easy to criticise<\/a> it for ambiguities and procrastinations. The US intelligence assessment regarding the <a href=\"https:\/\/www.bbc.com\/news\/articles\/cx2gz4re394o\" target=\"_blank\" rel=\"noreferrer noopener\">real risk<\/a> of Russian non-strategic nuclear strike in October 2022, during the fighting retreat of the Russian grouping cut-off on the western side of the River Dnipro in the Kherson region, clearly made an impression on President Biden. That particular crisis was resolved with several bilateral <a href=\"https:\/\/www.reuters.com\/world\/white-houses-sullivan-has-talked-russians-about-risk-aversion-source-2022-11-07\/\" target=\"_blank\" rel=\"noreferrer noopener\">meetings<\/a>, but Biden has since obviously preferred to err on the side of caution, even while his <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/sep\/07\/cia-west-russia-nuclear-threats-putin\" target=\"_blank\" rel=\"noreferrer noopener\">intelligence chiefs<\/a> argued publicly about the imperative of not being intimidated by Russian nuclear sabre-rattling.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paradoxical outcome of the interplay between the three approaches to escalation management is that the Russian, Ukrainian, and NATO efforts at dissuading the enemy from executing high-risk actions have all failed, and yet \u2013 no significant escalation of the long war has occurred. The nuclear threshold hasn\u2019t been crossed, but the revisions in Russian <a href=\"https:\/\/carnegieendowment.org\/russia-eurasia\/politika\/2024\/11\/russia-new-nuclear-threat?lang=en&amp;center=russia-eurasia\" target=\"_blank\" rel=\"noreferrer noopener\">nuclear doctrine<\/a> amount to a deliberate attempt at lowering it. Multiple \u201c<a href=\"https:\/\/samf.substack.com\/p\/fuzzy-red-lines-in-ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">red lines<\/a>\u201d were drawn and crossed, and the discourses on escalation converge on a confusing conclusion resembling the famous \u201c<a href=\"https:\/\/www.newscientist.com\/definition\/schrodingers-cat\/\" target=\"_blank\" rel=\"noreferrer noopener\">Schr\u00f6dinger cat<\/a>\u201d paradox, when the imaginary cat in a black box is simultaneously alive and dead. The war has been evolving and the attrition has accumulated, generating progressively heavier pressure on all parties, who perceive the prospect of freezing the deadlocked hostilities as unsatisfactory and risky. This convergence of views may, in another paradoxical take on escalation, which is and isn\u2019t happening, produce an agreement on putting the war on pause, because the alternative dooms the leaders to continue playing with the risks too high.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<div class=\"wp-block-media-text alignwide\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"227\" height=\"231\" src=\"https:\/\/www.globalpanorama.org\/wp-content\/uploads\/2020\/03\/Pavel-Baev-copy.png\" alt=\"\" class=\"wp-image-7767 size-full\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<h5 class=\"wp-block-heading\">Pavel K.
