{"id":13442,"date":"2025-04-25T14:53:55","date_gmt":"2025-04-25T11:53:55","guid":{"rendered":"https:\/\/www.globalpanorama.org\/?p=13442"},"modified":"2025-05-07T19:43:58","modified_gmt":"2025-05-07T16:43:58","slug":"more-common-turkey-and-israels-syria","status":"publish","type":"post","link":"https:\/\/www.globalpanorama.org\/en\/2025\/04\/more-common-turkey-and-israels-syria\/","title":{"rendered":"More in common than they admit: Turkey and Israel\u2019s Syrian affair &#8211; Karel Valansi"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In his opening speech at the Antalya Diplomacy Forum on April 11, 2025, Turkish President Recep Tayyip <a href=\"https:\/\/english.news.cn\/20250412\/bf432962acb54ab9985f6fde7c05faee\/c.html\" target=\"_blank\" rel=\"noopener\">Erdogan<\/a> described Israel as a \u201cterrorist state\u201d that threatens regional stability, aiming to \u201cstir up ethnic and religious affiliations in Syria and turn minorities against the government.\u201d Since the fall of Assad\u2019s regime in December 2024, Turkey and Israel have emerged as dominant power brokers in Syria, filling the void left by the diminishing influence of Russia and Iran. This new reality on the ground has significantly worsened the already tense relationship between Turkey and Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an ongoing debate about the possibility of a direct military confrontation between Turkey and Israel over Syria, which the media often amplifies into a drumbeat of a forthcoming war. In fact, beneath the noise, both countries display many parallel responses to the developments in Syria and, at times, share overlapping agendas that eventually force them to establish dialogue channels. The US must take necessary steps to reduce tension and promote de-escalation communication channels to reduce the risk of conflict between its two regional allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following a meeting with Israeli Prime Minister Benjamin Netanyahu, President Trump expressed confidence in his ability to <a href=\"https:\/\/apnews.com\/article\/trump-netanyahu-tariffs-iran-gaza-9aaf17d50beb5a5891895a702a1bac5d\" target=\"_blank\" rel=\"noopener\">mediate<\/a> between Turkey and Israel. In such a scenario, Trump might demand normalization of their relations, which would pressure Erdo\u011fan in domestic politics. Trump might otherwise demand a deconfliction mechanism in Syria. This would be a low-hanging fruit that works for Ankara, without jeopardizing Erdo\u011fan\u2019s domestic standing. Recent <a href=\"https:\/\/www.jpost.com\/opinion\/article-850124\" target=\"_blank\" rel=\"noopener\">Baku<\/a> talks initiated with the help of the US indicate a gradual shift toward a form of coexistence between Turkey and Israel in Syria, aiming to facilitate a division of spheres of influence and respecting each other\u2019s red lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Syria is a focal point of tension between Ankara and Jerusalem<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until 2023, the interests of Turkey and Israel have largely remained aligned during the Syrian civil war as Turkey was focused on the north of the country and the Kurds, and Israel concentrated on the south of Syria to prevent Iranian arms transfer to Hezbollah and other Iranian proxies. The fall of the Assad regime dramatically changed this equilibrium in their bilateral relations already haunted by the war in Gaza and Ankara\u2019s strong support for <a href=\"https:\/\/www.reuters.com\/world\/us-warns-turkey-against-hosting-hamas-leaders-2024-11-18\/\" target=\"_blank\" rel=\"noopener\">Hamas<\/a>. As the <a href=\"https:\/\/www.newarab.com\/news\/turkey-israel-trade-barbs-over-occupation-syrian-territories\" target=\"_blank\" rel=\"noopener\">war of words<\/a> on <a href=\"https:\/\/x.com\/karelvalansi\/status\/1906056216352096377\">social media<\/a> escalates, both sides are condemning each other for their respective aggression in Syria. The power vacuum created in post-Assad Syria nurtures both actors\u2019 urge to carve their own spheres of influence inside the war-torn country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite what preceded, Turkey and Israel display many similar reactions to events in Syria, often shaped by aligned security concerns. While their strategic objectives may not always coincide, there are instances where they engage in overlapping efforts in their response to regional instability, limit Iranian influence, protect their border security, and prevent the resurgence of jihadist groups on their doorsteps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both leaders celebrated the fall of Assad. <a href=\"https:\/\/www.ajc.org\/news\/how-the-overthrow-of-syrias-assad-impacts-israel-and-the-us\" target=\"_blank\" rel=\"noopener\">Netanyahu<\/a> described it as \u201ca historic day for the Middle East\u201d and for <a href=\"https:\/\/www.aa.com.tr\/en\/turkiye\/syria-s-territorial-integrity-must-absolutely-be-protected-turkish-president-erdogan\/3419494\" target=\"_blank\" rel=\"noopener\">Erdo\u011fan<\/a>, \u201ca dark era has ended in Syria, bright days have begun.\u201d However, the unpredictability of post-Assad Syria is a double-edged sword for them. As a power vacuum in Syria could empower radical groups, a stable Syria is a shared interest as the reemergence and possible clash of various Jihadi groups and armed militias in their neighborhood might result in <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/12\/24\/syria-says-ex-rebel-groups-agree-to-integrate-under-defence-ministry\" target=\"_blank\" rel=\"noopener\">instability<\/a> that can spill over. By becoming <em>de facto<\/em> neighbors in Syria, Turkey and Israel also share a common interest in securing their borders. Both countries have sought to establish buffer zones within Syria to deter any possible cross-border violence. Curbing Iranian influence is another common goal both countries share for the future of Syria. Moreover, Turkey and Israel aim to keep Syria stable but politically and militarily weak to advance their national agendas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their main objectives for the future of Syria do not always collide. Ankara\u2019s primary goals are preventing <a href=\"https:\/\/en.majalla.com\/node\/324210\/politics\/damascus-and-ankara-discuss-syria%2525E2%252580%252599s-key-kurdish-question\" target=\"_blank\" rel=\"noopener\">Kurdish autonomy<\/a> in northwest Syria, preventing Kurdish nationalism from spilling over into Turkey, and repatriating Syrian refugees living in Turkey. Kurdish-led Syrian Democratic Forces (SDF) hold control of northeast Syria and US forces stationed in this oil-rich region provide military support to counter the Islamic State. Turkey also aims to support <a href=\"https:\/\/dayan.org\/content\/turkey-qatar-axis-and-its-impact-post-asad-syria\" target=\"_blank\" rel=\"noopener\">Syria\u2019s reconstruction<\/a> with the backing of Qatar, securing contracts for large-scale projects that could give Turkey\u2019s economy the kiss of life. <a href=\"https:\/\/nationalinterest.org\/blog\/middle-east-watch\/what-does-israel-want-with-syria\" target=\"_blank\" rel=\"noopener\">Jerusalem<\/a> aims to guarantee&nbsp;that neither Iranian proxies nor Jihadis use south Syria as a base to attack Israel. Since the collapse of the Assad regime, Israel took over the Syrian buffer zone in the Golan Heights and the Israel Defense Forces (IDF) conducted a <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/israel-strikes-syrian-airbases-in-a-message-to-turkeys-erdogan\" target=\"_blank\" rel=\"noopener\">massive pre-emptive campaign<\/a>. IDF targeted <a href=\"https:\/\/www.twz.com\/news-features\/syrias-suddenly-permissible-airspace-prompt-flurry-of-foreign-airstrikes\" target=\"_blank\" rel=\"noopener\">strategic military assets,<\/a> including airbases, weapon depots, naval vessels, and chemical weapons sites, to prevent advanced weaponry from falling into hostile hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Post-Assad Syria is not a bed of roses<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Turkey and Israel disagree on Hayat Tahrir al-Sham (HTS) and its leader Ahmad al-Sharaa. Jerusalem fundamentally distrusts HTS due to its Jihadi origins, while Ankara perceives it as a useful ally and calls for the removal of international <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.middleeasteye.net\/news\/turkish-foreign-minister-syria-sanctions-lifted-soon-possible&amp;ved=2ahUKEwjC6uHCjsaMAxUBSPEDHSscAIcQFnoECC8QAQ&amp;usg=AOvVaw1GnTIc0LfMm52BeIkMOvwc\" target=\"_blank\" rel=\"noopener\">sanctions<\/a> on Syria. Israel and the US remain deeply suspicious despite his apparent transformation from Al-Jolani (a reference to the Golan Heights) into al-Sharaa, in his transition from a jihadist leader to a political figure with a Western-oriented image. Secretary of State <a href=\"https:\/\/www.newarab.com\/news\/top-diplomat-marco-rubio-hints-us-role-post-assad-syria\" target=\"_blank\" rel=\"noopener\">Marco Rubio<\/a> recently expressed his concerns on the issue. Syria\u2019s interim president al-Sharaa tried to balance the fragile equilibrium by advocating calm with both countries, stating that he did not seek conflict with <a href=\"https:\/\/www.france24.com\/en\/middle-east\/20241217-exclusive-syria-s-de-facto-new-leader-ahmed-al-sharaa-calls-for-lifting-of-sanctions\" target=\"_blank\" rel=\"noopener\">Israel<\/a> and did not want Syria to become&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/syrias-de-facto-leader-says-holding-elections-could-take-up-four-years-2024-12-29\/\" target=\"_blank\" rel=\"noopener\">a platform<\/a>&nbsp;for the Kurdistan Workers Party (PKK) to launch attacks against Turkey. However, both <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/turkey-says-syria-should-be-given-chance-address-kurdish-militant-presence-2025-01-10\/\" target=\"_blank\" rel=\"noopener\">Turkey<\/a> and <a href=\"https:\/\/www.timesofisrael.com\/pm-israel-wants-correct-ties-with-new-syrian-regime-but-will-attack-if-necessary\/\" target=\"_blank\" rel=\"noopener\">Israel<\/a> warned the new leader to abide by their red lines, seeking to set the terms of the game.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Turkey aims to negotiate a <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/syrias-sharaa-discuss-defense-pact-with-turkeys-erdogan-sources-say-2025-02-04\/\" target=\"_blank\" rel=\"noopener\">defense pact<\/a> that would allow it to establish air bases with key installations at Palmyra and T4 airbase, and use <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/how-turkey-could-destroy-israels-air-corridor-over-syria\" target=\"_blank\" rel=\"noopener\">Syrian airspace<\/a> for military purposes. Through these steps, Turkey seems to be seeking a major role in Syrian security and to leverage its strengthened position in Syria to resolve its ongoing dispute with Washington. As Turkey pushes to return to the F-35 program and the lifting of CAATSA sanctions, the <a href=\"https:\/\/www.dailysabah.com\/opinion\/op-ed\/can-turkish-american-co-op-lead-to-deployment-of-s-400s-in-syria\" target=\"_blank\" rel=\"noopener\">deployment<\/a> of the Russian <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/will-turkey-deploy-its-russian-made-s-400-air-defense-system-in-syria\" target=\"_blank\" rel=\"noopener\">S-400<\/a> missile system in Syria is debated as a possible solution. However, Turkey\u2019s expanding partnership with the new government provokes security concerns for Israel, especially if Turkey expands its military foothold in the south of the country, close to Israel. Israel is lobbying&nbsp;the US to enable <a href=\"https:\/\/www.reuters.com\/world\/israel-lobbies-us-keep-russian-bases-weak-syria-sources-say-2025-02-28\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a> to keep a military presence in Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Washington continues its <a href=\"https:\/\/warontherocks.com\/2025\/04\/erdogans-last-great-gamble\/\" target=\"_blank\" rel=\"noopener\">\u201cwait and see\u201d<\/a> approach in Syria, <a href=\"https:\/\/www.timesofisrael.com\/us-military-said-poised-to-slash-troops-in-syria-israel-seeks-to-limit-reduction\/\" target=\"_blank\" rel=\"noopener\">Israel<\/a> appears concerned about the potential <a href=\"https:\/\/www.jpost.com\/israel-news\/article-850314%23google_vignette\" target=\"_blank\" rel=\"noopener\">US withdrawal<\/a> from Syria. Ankara, on the other hand, seems to be aiming to accelerate the <a href=\"https:\/\/www.aa.com.tr\/en\/americas\/president-trump-should-be-convinced-to-withdraw-military-from-syria-turkish-foreign-minister\/3515523\" target=\"_blank\" rel=\"noopener\">US exit<\/a> by committing to <a href=\"https:\/\/www.voanews.com\/a\/turkey-says-it-will-join-with-neighbors-to-fight-islamic-state-group-in-syria-\/7959979.html\" target=\"_blank\" rel=\"noopener\">assume responsibility<\/a> for anti-Islamic State operations in the region alongside Iraq, Jordan, Lebanon, and Syria and to curb the involvement and influence of \u201c<a href=\"https:\/\/www.aa.com.tr\/tr\/gundem\/bakan-yardimcisi-yilmaz-deasla-mucadelede-5-bolge-ulkesinin-ortak-hareket-edecegini-soyledi\/3536771\" target=\"_blank\" rel=\"noopener\">foreign powers<\/a>\u201d in Syria. The US has been a stabilizing force in Syria and its withdrawal might encourage further Turkey and Iran to fill in the power vacuum, increasing Israel\u2019s concerns. Jerusalem may also be calculating that without the presence of the US in Syria, its ability to influence and continue its agenda in Syria will be weakened.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, Ankara <a href=\"https:\/\/www.rudaw.net\/english\/middleeast\/turkey\/11032025\" target=\"_blank\" rel=\"noopener\">welcomed<\/a> the deal between Syria&#8217;s government and the <a href=\"https:\/\/en.majalla.com\/node\/324687\/politics\/mazloum-abdi-agrees-merge-sdf-syrias-state-army\" target=\"_blank\" rel=\"noopener\">SDF<\/a>, granting legitimacy to both parties. Accordingly, while Ankara rejects any Kurdish statelet along its border, it signals that it is willing to accept a semi-autonomous <a href=\"https:\/\/t24.com.tr\/yazarlar\/cansu-camlibel\/turkiye-nin-son-sam-buyukelcisi-omer-onhon-ypg-esittir-pkk-soylemini-bir-kenara-biraktik-t%2525C3%2525BCrkiye-el-sara-ve-mazlum-abdiye-mesruiyet-verdi,49088%23google_vignette\" target=\"_blank\" rel=\"noopener\">Kurdish territory<\/a> within a unified Syrian state. Connected to domestic politics, Turkey now has a golden opportunity to end its decades-old conflict with the <a href=\"https:\/\/www.rudaw.net\/english\/middleeast\/turkey\/27022025\" target=\"_blank\" rel=\"noopener\">PKK<\/a>, which has become a liability for Turkey as a source of strain on its regional relations and a vulnerability in its regional aspirations, manipulated by many rivals. Israel seems uneasy about these developments and concerned about the reintegration of the resource-rich northeast into Syria and the potential security threats posed by a stronger and hostile government in Damascus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Risk of a military confrontation between Turkey and Israel<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A direct military confrontation would probably not materialize, even if that is still a possibility. Besides the fragility of the Syrian scene and the strengthened military capabilities of both countries which would prevent any further escalation, Israel is already engaged in a multifront war in Gaza and Lebanon, and Turkey\u2019s main objectives are to prevent Kurdish autonomy and boost its influence in the Middle East. A conflict between Turkey and Israel and a destabilized Syria would only serve Iran\u2019s regional agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, Washington would certainly restrain any escalation. Restoring maximum pressure on\u00a0<a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/02\/fact-sheet-president-donald-j-trump-restores-maximum-pressure-on-iran\/\" target=\"_blank\" rel=\"noopener\">Iran<\/a>\u00a0and expanding the\u00a0<a href=\"https:\/\/www.timesofisrael.com\/trump-says-hell-use-gaza-ceasefires-momentum-to-expand-abraham-accords\/\" target=\"_blank\" rel=\"noopener\">Abraham Accords,<\/a>\u00a0which normalized Israel\u2019s relations with several Arab countries, are the main strategic objectives of the Trump administration\u2019s approach to the Middle East.\u00a0The US is pivotal in de-escalating tension between its two regional allies. Several reconciliatory statements are coming from\u00a0<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/turkey-wants-no-confrontation-with-israel-syria-foreign-minister-says-2025-04-04\/\" target=\"_blank\" rel=\"noopener\">Turkey<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.youtube.com\/live\/W3VzM7WffjI\" target=\"_blank\" rel=\"noopener\">Israel<\/a>,\u00a0proving a mutual interest in avoiding further escalation. There are also<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-04-23\/trump-ally-holds-talks-with-syrian-leader-on-sanctions-israel?srnd=homepage-middle-east\" target=\"_blank\" rel=\"noopener\"> reports<\/a> suggesting that Syria is interested \u201cunder the right condition\u201d in joining the Abraham Accords. Additionally, both Turkey and Israel confirmed that\u00a0<a href=\"https:\/\/t24.com.tr\/haber\/msb-den-israil-turkiye-catismasizlik-mekanizmasi-aciklamasi-normallesme-degil-suriye-de-catismayi-engellemeyi-amaclayan-iletisim-yapisi,1233268\" target=\"_blank\" rel=\"noopener\">direct technical talks<\/a>\u00a0took place in\u00a0<a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/israel-confirms-talks-with-turkey-in-azerbaijan-lays-out-its-red-line-in-syria\/\" target=\"_blank\" rel=\"noopener\">Azerbaijan<\/a>\u00a0on April 9 to discuss a deconfliction mechanism aimed at preventing unwanted incidents in Syria.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, three non-Arab countries of the region, Turkey, Israel, and Iran, are dominating the discussion over the future of Syria. Once part of bilateral clandestine alliances formed by the Israeli periphery initiative, these countries are currently shaping the new Middle East.
