In the Western imagination, Africa is still a continent of starving children, endless civil wars, corrupt regimes, and charity appeals. Yet behind this fa\u00e7ade lies the raw material engine of the West\u2019s dreams of digitalization, electrification, and green transition: gold, silver, uranium, coltan, lithium, natural gas, and a young, energetic workforce.<\/p>\n\n\n\n
Africa is paradoxically emerging as the world\u2019s most strategic continent in the 21st century while remaining mired in dependency, fragmentation, poverty, and insecurity. Without understanding this contradiction, neither the West\u2019s sustainability discourse, nor China\u2019s infrastructure diplomacy, nor T\u00fcrkiye\u2019s soft power vision in Africa can be assessed realistically.<\/p>\n\n\n\n
Africa\u2019s Paradox: Rich Soils, Poor Lives<\/strong><\/p>\n\n\n\n \u2022 Africa holds 30% of global mineral reserves, 60% of the world\u2019s uncultivated arable land, and 40% of solar potential.<\/p>\n\n\n\n \u2022 The continent has the highest fertility rates on the planet.<\/p>\n\n\n\n \u2022 70% of global coltan lies beneath the Democratic Republic of Congo.<\/p>\n\n\n\n \u2022 Niger alone supplies 15% of the world\u2019s uranium.<\/p>\n\n\n\n \u2022 South Africa ranks in the top three for gold and platinum production.<\/p>\n\n\n\n \u2022 Mozambique and Tanzania offer crucial rare earth alternatives to China.<\/p>\n\n\n\n But this wealth rarely translates into prosperity.<\/p>\n\n\n\n \u2022 43% of Africans live on less than $2.15\/day,<\/p>\n\n\n\n \u2022 Over 400 million people lack access to clean water,<\/p>\n\n\n\n \u2022 More than 600 million people are still off the grid.<\/p>\n\n\n\n The problem isn\u2019t resource scarcity. It\u2019s poor governance, opaque deals, debt traps, elite corruption, and vulnerability to divide-and-rule tactics.<\/p>\n\n\n\n China, Russia, T\u00fcrkiye: New Powers, Old Questions<\/strong><\/p>\n\n\n\n Africa is no longer about French or British colonial shadows. Today:<\/p>\n\n\n\n China builds dams, ports, and railways\u2014and holds more African debt than any other nation. $4.5 billion Mombasa\u2013Nairobi railway and Ethiopia\u2019s 52% debt exposure that reflects a \u201cbuild-debt-influence\u201d model.<\/p>\n\n\n\n Russia exerts influence via private military groups like Wagner in Mali, Burkina Faso, Sudan, and the Central African Republic\u2014offering protection in exchange for access to resources.<\/p>\n\n\n\n T\u00fcrkiye, on the other hand, offers a different model. 44 embassies, over 40 Turkish Airlines destinations, and T\u0130KA, Maarif Foundation, and Turkish security cooperation operate across the continent. T\u00fcrkiye\u2019s footprint is human-centric, not extractive. Unlike China or Russia, T\u00fcrkiye doesn\u2019t just build infrastructure\u2014it builds relationships. It doesn\u2019t import labor\u2014it employs locally. It doesn\u2019t enslave with debt\u2014it invests in partnership.<\/p>\n\n\n\n The Rolex Paradox of African Leadership<\/strong><\/p>\n\n\n\n When I launched the OECD-Africa Investment Programme and hosted our first forum in Johannesburg in 2018, a stark contradiction stood out: participants wore Rolex watches, arrived in armored SUVs, and wore Brioni suits. We were there to discuss poverty reduction. This underscored a painful truth: Africa\u2019s real deficit isn\u2019t capital or technology\u2014it\u2019s leadership, transparency, and accountability.<\/p>\n\n\n\n African Union: Ideal or Illusion?<\/strong><\/p>\n\n\n\n The African Union aspires to continental unity, but remains hampered by internal divisions:<\/p>\n\n\n\n \u2022 Regional blocs like ECOWAS, IGAD, and SADC operate in silos.<\/p>\n\n\n\n \u2022 Insecurity reigns in Libya, Nigeria, and Ethiopia.<\/p>\n\n\n\n \u2022 Intra-African trade is just 16% (compared to 60% in Asia).<\/p>\n\n\n\n \u2022 Pan-African currency and joint defense remain aspirational.<\/p>\n\n\n\n Foreign powers exploit these divisions\u2014ethnic and religious lines become tools of intervention and investment manipulation.<\/p>\n\n\n\n T\u00fcrkiye\u2019s Test: Lasting Partner or Passing Actor?<\/strong><\/p>\n\n\n\n T\u00fcrkiye is not seen merely as a trader or contractor, but as a trusted development ally. The following infrastructure projects demonstrate this.<\/p>\n\n\n\n \u2022 Security training and base establishment in Somalia.<\/p>\n\n\n\n \u2022 Construction of modern hospitals and urban renewal in Senegal.<\/p>\n\n\n\n \u2022 Dam construction and schooling initiatives in Niger.<\/p>\n\n\n\n \u2022 Industrial zones and vocational training in Ghana.<\/p>\n\n\n\n But can T\u00fcrkiye maintain this line, resisting the temptations of neocolonial profit or arrogance?<\/p>\n\n\n\n It will depend on three principles: (1) Transparency in deals and diplomacy, (2) Local participation in decision-making, and (3) Education and employment over merely hard infrastructure. Fortunately, T\u00fcrkiye is already building such a legacy\u2014and it\u2019s attracting attention as a model for others.<\/p>\n\n\n\n Africa Doesn\u2019t Need a Savior\u2014It Needs a Partner<\/strong><\/p>\n\n\n\n Africa cannot be \u201crescued\u201d by outsiders. But it can benefit from fair, ethical partnerships that empower, not exploit. Any serious player must break with<\/p>\n\n\n\n \u2022 the West\u2019s postcolonial arrogance,<\/p>\n\n\n\n \u2022 China\u2019s debt dependency model, and<\/p>\n\n\n\n \u2022 Russia\u2019s coercive security-for-resource exchange.<\/p>\n\n\n\n T\u00fcrkiye\u2019s offer of humane, strategic partnership\u2014if maintained authentically\u2014could become the most credible and welcome model on the continent.<\/p>\n\n\n\n Not Just Minerals\u2014But Dignity and Confidence<\/strong><\/p>\n\n\n\n What will transform Africa is not just gold, gas, or rare earths. It is dignity, self-worth, and a new consciousness. Without these, any aid merely breeds new forms of dependency.<\/p>\n\n\n\n If T\u00fcrkiye wants to be part of Africa\u2019s rise, it must continue to build trust, not just projects.
